David Phillips is a light rail controller and dispatcher for Sacramento Regional Transit, and he has been a member of AFSCME Local 146 since 2004. Prior to that, he was a member of ATU Local 256.

During his time as a union member, he has served proudly in various roles, from shop steward and board member to his current position as a Local 146 president.

He has also been elected to delegate positions with Council 57 and the Sacramento Central Labor Council.
