2620 Takes Prison Reform Head On. . .
The
following article provides a good description of the crisis faced
by AFSCME Local 2620 members-and all Californians.
The
courts have ordered substantial salary increases in the prisons
and select mental health facilities, but not others, causing an
exodus of Psychologists, Social Workers and Pharmacists. The Local
is preparing for litigation to equalize salaries throughout the
system.
This
crisis will spread rapidly to local governments, particularly counties,
as mental health patients are turned away from state facilities.
Additionally, the overcrowding in the state's prison system threatens
to increase time spent in county correctional facilities. One proposal
calls for prisoners whose sentence is three years or less to remain
in county jails instead of the current one year. And, overcrowding
in county jails is quickly approaching that in the state prisons.
The California Department of Corrections, the Governor, and the
courts are already preparing plans to initiate an early release
of thousands of prisoners to relieve the overstretched jails and
prisons. Already thousands of prisoners have been sent to out of
state prisons to reduce the current overcrowding.
